Would the authoring organization reasonably have access to the information?
This question is trying to determine if the author would have access to the information. Are they or their informants affiliated with the involved parties (EG: company employee, local resident, etc.), do they have necessary clearance (EG: necessary press pass), or have physical, geographic access?
